So in order for RPG Maker to know which one is which when you select them in event,database,etc. A sprite sheet aka the image file can have 12 different dog of the same size. In order to have to the dog to move you need a sprite like what you made there. RPG Maker will split the sprite sheet into 8 characters/pattern by diving the size of the sprite sheet. There can be 8 characters/pattern in one sprite sheet. I'm guessing your spritesheet is using the same size as the default RTP one.
